افغانستان پذیرش اخراجی هارا از کشور های اروپایی برای سه ماه متوقف ساخت

در پیوند به توقف روند بازگشت اجباری پناهجویان افغان از اروپا

شدت گرفتن خشونت‌ها از سوی گروه تروریستی طالب در کشور و گسترش موج سوم ویروس کرونا سبب نا بسامانی‌های زیاد در عرصه‌های اقتصادی و اجتماعی گردیده، نگرانی‌ها و چالش‌های زیادی را برای مردم خلق کرده است.
وزارت امور مهاجرین و عودت کنندگان با در نظر داشت شرایط کنونی کشور بازگشت مهاجران افغان از کشورهای میزبان به افغانستان را نگران کننده میداند و اوضاع کنونی کشور را برای بازگشت پناهجویان افغان از خارج مناسب نمی‌داند.
رهبری وزارت امور مهاجرین بارها نگرانی‌‌اش را در این خصوص با کشورهای میزبان و اداره‌های بین المللی در میان گذاشته و خواهان توقف روند بازگشت مهاجران گردیده است.
بنابراین، وزارت امور مهاجرین و عودت کنندگان تصمیم مشترک دولت را مبنی توقف بازگشت اجباری مهاجران از اروپا به صورت رسمی با کشورهای عضو اتحادیه اروپا و سایر کشورهای اروپایی که با افغانستان تفاهمنامه و اعلامیه مشترک در خصوص مدیریت پدیده مهاجرت دارند اطلاع داده است.
دراین تصمیم دولت تاکید شده که کشور های میزبان از اخراج اجباری پناهجویان افغان سر از تاریخ 17 سرطان 1400 الی سه ماه آینده خودداری بکنند.
این اقدام دولت افغانستان با در نظر داشت اعلامیه مشترک افغانستان با اتحادیه اروپا در رابطه به همکاری در زمینه مهاجرت یا JDMC، اعلامیه مشترک با آلمان در زمینه همکاری در عرصه مهاجرت و تفاهم نامه دو جانبه و سه جانبه با کشورهای ناروی، فنلاند، فرانسه، دنمارک، انگلستان، سویس و هالند صورت گرفته است.
وزارت امور مهاجرین و عودت کنندگان در کنار مناسب ندانستن بازگشت مهاجران افغان به افغانستان، نگران افزایش رقم بیجاشدگی و کلید خوردن موج مهاجرت به بیرون از کشور نیز می باشد.

Declaration of MoRR related to stop of forced return from Europe temporarily

The escalation of violence by the terrorist group of Taliban in the country and the spread of the third wave of the COVID-19 have caused much economic and social unrest and created many challenges for the people.
Considering the war situation in the country, the Ministry of Refugees and Repatriations is worried about the return of Afghan migrants and does not consider the current situation in the country suitable for the forced return of Afghan migrants until the security situation improves.
The leadership of the Ministry of Refugees and Repatriations has repeatedly expressed its strong reservations with host countries and international agencies in this regard.
Therefore, as a result of these efforts and after the consultation with the Ministry of Foreign Affairs and the National Security Council, the Ministry of Refugees and Repatriations has stopped the forced return of Afghan migrants from the EU and other European countries for the next three months.
The Afghan government has officially requested the host countries to stop the deportation from 08 July 2021 onwards.
The Government of Afghanistan took this action given the Joint Declaration between Afghanistan and the European Union on Cooperation in the Field of Migration (JDMC), the Joint Declaration with Germany on Cooperation in the Field of Migration, and the bilateral and trilateral Memoranda of Understanding (MoUs) with Norway, Finland, and France as well as Denmark, the United Kingdom, Switzerland, and the Netherlands.
Additionally, the Ministry of Refugees and Repatriations consider forced return as inappropriate in light of the increasing number of displaced people. The increased war fights have led to a new wave of migration abroad.
